Visa Procedure

Since Belarus does not maintain a resident Embassy in Bangladesh, Bangladeshi applicants follow a specific consular procedure:

  • Step 1: Work Permit / Special Permit Approval (Initiated by Employer):

    • The employer in Belarus applies to the Department of Humanitarian Activity / Department of Services & Migration of the Ministry of Internal Affairs of Belarus to obtain a Special Permit (Spetsialnoye Razresheniye) allowing them to hire a foreign national.

  • Step 2: Issuance of Official Invitation Letter:

    • Once the Special Permit is approved, the employer issues an official Invitation Letter (Priglasheniye) certified by the Department of Migration.

  • Step 3: Document Submission & Visa Filing Options for Bangladeshis:

    • Option A (Submission at Embassy of Belarus in New Delhi, India): Bangladeshi citizens typically submit their Type D Work Visa application to the Embassy of the Republic of Belarus in New Delhi. This requires submitting original documents and biometrics (personally or through authorized submission rules).

    • Option B (Visa on Arrival at Minsk International Airport – MSQ): In select official arrangements where the inviting company submits the original invitation documents to the Foreign Admissions Division of the Ministry of Foreign Affairs at Minsk Airport at least 3 business days before arrival, Bangladeshi passport holders can obtain their entry visa directly upon arrival at Minsk Airport.

  • Step 4: Embassy Consular Fees:

    • Single-Entry Work Visa (Type D / Long-Term): €60 (Standard processing) or €120 (Express processing within 48 hours).

    • Note: Visa fees at Minsk Airport attract a 50% surcharge compared to standard embassy fees.

Required Documents

  • Valid Passport: Original passport valid for at least 90 days beyond the intended visa expiry date with at least 2 blank pages.

  • Medical Fitness & HIV Test Certificate: Official medical clearance certificate, including a negative HIV test report from an authorized medical center in Bangladesh (translated into Russian).

  • Police Clearance Certificate (PCC): Attested PCC issued by the Bangladesh Police, translated into Russian.

  • Travel Health Insurance: Mandatory medical insurance policy valid in Belarus covering a minimum of €10,000 for emergency medical treatments.

TRC Procedure

1. Temporary Residence Permit (TRC / Razresheniye na Vremennoye Prozhivaniye)

  • Address Registration (Propiska / Registration): Within 10 business days of arrival in Belarus, the worker must register their residential address with the local Department of Citizenship and Migration (OGIM).

  • TRC Application: The worker and employer submit the TRC application to OGIM based on the approved employment contract and Special Permit.

  • Validity: The TRC is issued for the duration of the employment contract (typically 1 year) and is renewable annually.

2. Permanent Residence (PR / Razresheniye na Postoyannoye Prozhivaniye)

  • Standard Eligibility: Foreign workers can apply for Permanent Residence (a Residence Card / Vid na Zhitelstvo) after lawfully residing in Belarus with a TRC for continuous employment over a minimum period of 5 years.

  • Language & Civic Requirements: Basic command of Russian or Belarusian and proof of clean tax and legal records in the country.
